Overview

S/he will lead and facilitate the development of a highly effective, regular, and strategic HR function in Bangladesh, Nepal, and the Philippines that ensures the organization has the structure, culture, and talent needed to deliver on program goals and effectively serve its beneficiaries. This individual will direct and facilitate the delivery of key HR services and infrastructure in line with the MSH’s Human Capital Strategy for efficient and effective services at multi-levels. S/he will drive the implementation and adaptation of HR global initiatives and practices across the region. The Position serves as advisor and counsel to maximize staffing resources and performance, ensure economy and efficiency of work processes, and contain institutional risk.

Specific Responsibilities

Recruiting (30%)
  • Support the recruiting process in Bangladesh, Nepal, and the Philippines.
  • Ensure all recruitment policies, procedures, and techniques are adhered to and recommend improvements.
  • Review and prepare recruitment materials including job descriptions, job specifications, adverts, and interview questions for positions to be filled.
  • Carry out short listing and coordinate and participate in interviews.
  • Conduct and manage bio data forms and antiterrorist and reference checks.
  • Manage all new hire employment forms.
  • Maintain an active and organized data bank of applicants for various position.
  • Plan and conduct/coordinate new employee orientation, including provision of information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits etc.

Compensation and Benefits (10%) 

  • Support payroll administration by provision of relevant human resources information.
  • Work closely with HR Partner for Work Assistance for Salary negotiations for new and existing staff.  Review all offers to selected candidates, ensuring equity within the different projects.
  • Communicate proposed salary changes to HR Partner for Work Assistance for approval.
  • Review local payroll and staff timesheet to ensure accuracy and timely submission of information.
  • Serve as point of contact to the out-sourced payroll management firm.
  • Work closely with HR Partner for Work Assistance to ensure all new positions are correctly placed in the right bands & job family.
  • Communicate and update with Medical Insurance vendor (MetLife) on a regular basis to ensure all medical claims related issues and make documentation and disseminate the information to MSH staff.
  • Ensure that all promotions are properly justified both technically and in terms of compensation.

General HR Support (40%) 

  • Lead the develop and review of HR policies and procedure for Bangladesh office in consultations with CLT and HR partner.
  • Ensure that MSH practices and policies conform to best practice and country laws.
  • Conduct training on policies on a regular basis.
  • Support initiatives geared towards creation of a safe, healthy, and happy workplace, such as open-door policy, trainings, and safeguards that promote safety and security at the workplace.
  • With the support of HR partner, manage disputes and grievances effectively.
  • Lead on- and off-boarding processes, including orientation, systems updating, exit and interviews.
  • Manage and monitor the end date of employee contracts.
  • Maintain and manage employee personnel files, in accordance with MSH policy and local employment law requirements.
Performance Management (10%) 
  • Assist Supervisors/Managers with performance issues.
  • Conduct training initiatives during the Performance Management cycle.
  • Support managers and supervisors during the annual PPRD process.
Administrative Support (10%)
  • Guide hiring managers through contractor job scope development, selection, and management processes.
  • Receive quotations via email and curier; handover the quotations to the designated person after the deadline.
  • Liaison with the different vendors, such as payroll firm, Rent-A- Car, insurance company, and hotels, and review their invoices and forward to accounts for payment.
  • Ensure hotel booking and air tickets for STTA and employees official travel.

Qualifications and Experience

Education
Required: 
  • Advanced degree in the fiels of Human Resources, Management, or orther relevant area.
Preferred:
  • A postgraduate education in a field of Management, Human Resources would be preferred. 
Experience
Required:
  • Seven (7) years of related experience is required. 
Preferred: 
  • Experience in the international public health highly preferred.
  • Experience managing significant US Government-funded programs and comprehensive knowledge of applicable regulations and requirements.
  • Demonstrated success and experience in Bangladesh is particularly relevant.
  • Understanding of global Human Resources.
Knowledge and Skills
  • Thorough knowledge of a variety of concepts, practices, and procedures within the particular learned profession, as well as applicable laws, regulations, and general instructions is required.
  • Must have understanding of Bangladesh Labor law.
  • Demonstrated ability to implement and manage all aspects of the HRM function in line with current practices and trends.
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
  • Strong organizational skills and attention to detail.
